From research on other sites around, I found his 12V rail 30A has not had the recommended power because the rails are divided into four sections, each of these reports 18A of power. Is it still enough to run my computer?
My pc is a Packard Bell Imedia X2424 but I am replacing the 7050 onboard graphics card XFX 9800GT with because my pc has a spare PCI-E x16.
I'm just curious if this diet will my pc well, and if not, any other reccomendations? my budget is £ 90.
It is 700W and its other stats are below.

700W is-almost-overkill for this machine, but it will be good for any future expansion. Normally, I see 500-700w for this graphics card.
