Bounty hunters are not considered agents of the law. They are not permitted as such in a State. They are, however, licensed and bonded (if done right) and can carry firearms if they meet the criteria of no other person has to answer in this state. Being a bounty hunter license (it's like a private detective in fact) does not automatically give the right to bear arms, nor even a step ahead of the licensing.
