Well, judging by his past actions, I assumed he would first push for a very large sum of money as general human populous. Then, it would most likely go to the Congress, trying to pass a bill universal human health care to keep people locked up and treatment in large hospitals, such as undead and leave, which are not taxpayers or citizens of the United States, travel the country freely.
